Committees in the States

No two state legislatures in the U.S. have legislative committee systems that are exactly the same, so it is useful to start with some description of the committee systems in the states under examination here. Comparative analyses of committee power shows variation in the independence and rights of committees in state legislatures (Hamm, Hedlund, and Martorano 2006; Martorano 2006), which, as these authors note, make it difficult to fully assess their role in the legislative process. This is true for the states under examination here, as Table 4.1 shows. The number of committees in these states varies from a low of 10 committees (all of which are joint committees with the Senate) in Wyoming to a high of 39 committees in Wisconsin.1 While it may seem logical that larger chambers will have more committees, this is not necessarily the case here.
